Sixty years after the establishment of the UNHCR, refugees - people who flee across an international border to escape war or persecution - remain at the core of the agency's work. Drawing on UNHCR's direct experience, eight chapters address key challenges, starting with the diminishing space for humanitarian action in places like Somalia and Afghanistan. Protracted conflicts mean that fewer refugees are able to return home, yet restrictive state policies limit possibilities for local integration and resettlement, and threaten the institution of asylum. Rising numbers are displaced within their own countries, driven from their homes by climate change and natural disasters, as well as by conflict and human rights abuses. Refugees and displaced people increasingly live in cities rather than in camps, and are harder to reach. Statelessness, an anachronism in the 21st century, is prevalent on all continents, leaving millions of lives in limbo. The closing chapter addresses the book's central theme: how to develop international solidarity to help states shoulder their responsibilities for the forcibly displaced. Case studies drawn from UNHCR's work in the field illustrate the issues.

Review from previous edition The book has an encyclopaedic scope, and it will be an important reference work for researchers and others interested in the evolution of modern refugee policy. Moreover, The State of the World's Refugees 2000 is a relatively easy read, no small feat given the fact that there are 100 listed contributors, many of whom were from outside of the agency... takes an indispensable first step toward helping the writing and thinking to catch upto the new realities of refugee policy.
The book is also beautifully designed. It provides a well of graphs, diamgrams, maps, statistics and photographs... a well-researched analysis of the world's major displacement emergencies in the latter half of the twentieth century... an impressive and insightful work revealing how the international community's attempts at dealing with displacement crises have evolved during the last fifty years.
The book ranges widely and provides a very readable and thought-provoking history of the last 50 years. It helps to see things in perspective.

UNHCR is the United Nations Refugee Agency. Created in 1951 to resolve refugee problems remaining from the Second World War, it has grown into one of the largest international humanitarian agencies. UNHCR has twice been awarded the Nobel Peace Prize for its work. Today UNHCR has more than 7,000 staff members in over 120 countries around the world who are working to help more than 35 million refugees and displaced persons, and to resolve situations of statelessness.
